在我国，有关环境保护的法律规定大多只是原则性的，缺乏具有可操作性和可考核性的实施细则，致使相关法律规定难以落实。反观美国绿色政府方面的总统令，有关的政策目标和措施非常明确和具体，并在实施和监督考核机制方面做出了相应的安排。这是值得学习和借鉴的宝贵经验。另外，美国在推动绿色政府行动时，会广泛征求政府公务员对绿色政府建设的意见和建议，并将这些意见和建议进行归纳和整理后进行投票，筛选出具有实践价值的行动。这对提高公务员节能环保意识、充分调动公务员参与绿色政府建设的积极性，都大有裨益。当然，最重要的是，要对实施绩效进行评估，并将结果公之于众，接受社会监督。这对政府是一种督促，对公众是一种教育。

总之，建设生态文明政府，要以提升政府在生态文明建设方面的能力为出发点，以促进全社会形成“尊重自然、顺应自然、保护自然”的生态文明理念为落脚点。只有建设生态文明政府，才能建成生态文明社会。
